现任牛津大学国际关系学教授，牛津大学st antony’s学院john swire高级研究员。教授科目主要是东亚国际关系和中国研究，其研究领域涉及亚太地区国际关系、安全政策、人权问题、中美关系等。1996年当选为不列颠学院（british academy）院士，成为在英国学界举足轻重的人物。foot教授曾在世界各地从事国际关系研究，1986年造访中国，在中国人民大学做访问学者，1997年担任普林斯顿大学国际研究中心的客座研究员，2002年旧金山大学环太平洋研究中心客座教授，2006年成为哈佛大学肯尼迪政府学院客座教授。其主要著作有《china, the united states, and global order》、《framing security agendas: us counter-terrorist policies and southeast asian responses》、《human rights and counter-terrorism in america’s asia policy 》、《rights beyond borders: the global community and the struggle over human rights in china》、《does china matter a reassessment》、《order and justice in international relations》、《us hegemony and international organizations》等。
